Around the world today, young people are being called upon to develop civic competence and carry the burden of forging a political future in the midst of impoverishment, exclusion and inequality. In societies that have experienced civil war, military occupation, mass immigration of displaced people or social conflict, the conditions under which young people attempt to build their citizenship are not well understood. Youth Citizenship and the Politics of Belonging contributes to the field of youth citizenship studies by purposively exploring the experiences of young adults in the context of the formation of nationhood and global citizenship. It explores, from the perspective of various countries, the role of social context and schooling in creating young citizens. This collection offers a unique opportunity to hear the voices of young people themselves who, as ‘learner citizens’ within educational institutions, poor communities and refugee camps, amongst other settings, expose the tensions between social inclusion and marginalization. The book considers young people’s contemporary social movements, their activism and their sense of belonging. It looks at understandings of national, political and religious identities, youth rights, and various forms of state, community and sexual violence as well as strategic coping strategies, their reinterpretations of civic messages, and the ways in which anger, resistance and disengagement put youth in a difficult position. In Missing, Sunaina Marr Maira explores how young South Asian Muslim immigrants living in the United States experienced and understood national belonging (or exclusion) at a particular moment in the history of U.S. imperialism: in the years immediately following September 11, 2001. Drawing on ethnographic research in a New England high school, Maira investigates the cultural dimensions of citizenship for South Asian Muslim students and their relationship to the state in the everyday contexts of education, labor, leisure, dissent, betrayal, and loss. The narratives of the mostly working-class youth she focuses on demonstrate how cultural citizenship is produced in school, at home, at work, and in popular culture. Maira examines how young South Asian Muslims made sense of the political and historical forces shaping their lives and developed their own forms of political critique and modes of dissent, which she links both to their experiences following September 11, 2001, and to a longer history of regimes of surveillance and repression in the United States. Bringing grounded ethnographic analysis to the critique of U.S. empire, Maira teases out the ways that imperial power affects the everyday lives of young immigrants in the United States. She illuminates the paradoxes of national belonging, exclusion, alienation, and political expression facing a generation of Muslim youth coming of age at this particular moment. She also sheds new light on larger questions about civil rights, globalization, and U.S. foreign policy. Maira demonstrates that a particular subjectivity, the “imperial feeling” of the present historical moment, is linked not just to issues of war and terrorism but also to migration and work, popular culture and global media, family and belonging.

What does it mean to design democratic cities and democratic citizens in a time of mass urbanization and volatile political transformation? Citizen Designs: City-Making and Democracy in Northeastern Thailand addresses this question by exploring the ways that democratic urban planning projects intersect with emerging political aspirations among squatters living in the northeastern Thai city of Khon Kaen. Based on ethnographic and historical research conducted since 2007, Citizen Designs describes how residents of Khon Kaen’s railway squatter communities used Thailand’s experiment in participatory urban planning as a means of reimagining their citizenship, remaking their communities, and acting upon their aspirations for political equality and the good life. It also shows how the Thai state used participatory planning and design to manage both situated political claims and emerging politics. Through ethnographic analysis of contentious collaborations between residents, urban activists, state planners, participatory architects, and city officials, Eli Elinoff’s analysis reveals how the Khon Kaen’s railway settlements became sites of contestation over political inclusion and the meaning and value of democracy as a political form in the first decades of the twenty-first century. Elinoff examines how residents embraced politics as a means of enacting their equality. This embrace inspired new debates about the meaning of good citizenship and how democracy might look and feel. The disagreements over citizenship, like those Elinoff describes in Khon Kaen, reflect the kinds of aspirations for political equality that have been fundamental to Thailand’s political transformation over the last two decades, which has seen new political actors asserting themselves at the ballot box and in the streets alongside the retrenchment of military authoritarianism. Citizen Designs offers new conceptual and empirical insights into the lived effects of Thailand’s political volatility and into the current moment of democratic ambivalence, mass urbanization, and authoritarian resurgence.
