The book has been brought up to date in all particulars - including especially the more recent interpretations of the Constitution by the courts, and the important statutes calculated to produce permanent political effect. The utmost care, however, has been taken to keep to the original design of the book; and those familiar with the work will find that no violence has been done to its original character. Andrews's Manual grew out of the necessities and experiences of the classroom. For the proper instruction of the student in the important subject of Civil Government, a clear exposition of the great principles of the Constitution is needed, with a summary of the legislative provisions in which they have been embodied. When the author took charge of this department of study in Marietta College, he found himself embarrassed by the lack of suitable text-books meeting either of these requirements, especially the latter. Questions were continually suggesting themselves to which answers could be obtained only after laborious research and the study of scattered volumes.
