As the current course of events had been fairly well related by several interesting writers, it seemed best to omit all mention of political his tory except where necessary to explain constitutional changes. It is hoped that the topical method adopted will give a clearer idea of the constitutional changes than would a chronological account. The foot-notes have been made perhaps more numerous than was necessary, but the object in so doing was to Show the reader where to turn for a fuller investigation of the subject treated, rather than to furnish authorities for statements in the text.
