If well managed, migration generates benefits for migrants, their countries of origin and the countries they settle in. For migrants, it can help them expand their skill sets and improve their standard of living. For destination countries, it can alleviate demographic pressures and foster cultural diversity. For origin countries, it can bring benefits associated with remittances and knowledge transfers. However, in reality, these benefits are rarely achieved, as migration policy failures frequently lead to suboptimal or even negative outcomes. Realizing the full potential of migration therefore demands we foster a paradigm shift toward the fair management of migration. Fair migration is driven by the desire to achieve a triple-win for migrants, destination countries and origin countries. In addition to outlining the key challenges and opportunities associated with fair migration, this volume examines the good practices of a variety of countries and institutions which highlight aspects of fair migration. The volume concludes with policy recommendations for effective and fair migration policymaking at the national and international levels. Global Migration Governance


Book Description

Unlike many other trans-boundary policy areas, international migration lacks coherent global governance. There is no UN migration organization and states have signed relatively few multilateral treaties on migration. Instead sovereign states generally decide their own immigration policies. However, given the growing politicisation of migration and the recognition that states cannot always address migration in isolation from one another, a debate has emerged about what type of international institutions and cooperation are required to meet the challenges of international migration. Until now, though, that emerging debate on global migration governance has lacked a clear analytical understanding of what global migration governance actually is, the politics underlying it, and the basis on which we can make claims about what 'better' migration governance might look like. In order to address this gap, the book brings together a group of the world's leading experts on migration to consider the global governance of different aspects of migration. The chapters offer an accessible introduction to the global governance of low-skilled labour migration, high-skilled labour migration, irregular migration, lifestyle migration, international travel, refugees, internally displaced persons, human trafficking and smuggling, diaspora, remittances, and root causes. Each of the chapters explores the three same broad questions: What, institutionally, is the global governance of migration in that area? Why, politically, does that type of governance exist? How, normatively, can we ground claims about the type of global governance that should exist in that area? Collectively, the chapters enhance our understanding of the international politics of migration and set out a vision for international cooperation on migration.




Migration and the Transfer of Informal Human Capital


Book Description

This book explores the intangible human capital which international migrants bring with them and develop further when working and living abroad, drawing on case studies and original data from Central Europe and Mexico–USA. The book demonstrates that despite the fact that many international migrants might be working in their destination countries at a level below their formal qualifications, or else might be formally unskilled, but with practical non-validated skills, they can still acquire and enhance considerable informal human capital in the form of mind skills, soft skills, maker skills and life skills. The book analyses how migration-impacted informal human capital (MigCap) is acquired and enhanced as a result of international migration and what the opportunity and constraint structures are for their acquisitions and transfers. Adopting a comprehensive perspective, the book investigates how migration-impacted informal human capital is transferred by migrants between localities and areas of human actions and activities. Moving beyond the focus on migration as a source of economic capital, this book demonstrates that learning by observing, communicating and doing with others, embedded in social relations can facilitate the enhancement of intangible human capital among both skilled and unskilled migrants. It will be of interest to researchers of migration, sociology, economics, management and business studies, and other related social science disciplines.




Capacity Building in Africa

African countries need to improve the performance of their public sectors if they are going to achieve their goals of growth, poverty reduction, and the provision of better services for their citizens. Between 1995 and 2004, the Bank provided some $9 billion in lending and close to $900 million in grants and administrative budget to support public sector capacity building in Africa. This evaluation assesses Bank support for public sector capacity building in Africa over these past 10 years. It is based on six country studies, assessments of country strategies and operations across the Region, and review of the work of the World Bank Institute, the Institutional Development Fund, and the Bank-supported African Capacity Building Foundation.







Multilayered Migration Governance

Multilayered Migration Governance explores the emerging concept of ‘migration partnerships’ in political management and governance of international migration flows. The partnership approach to migration seeks to balance responsibility and benefits of migration more evenly between source, transit and destination countries. Case studies from the US, Europe and Africa analyse the various initiatives and programmes applied in national, regional and transcontinental migration policy today. Global lessons learned on sustainable reintegration in rural areas


Book Description

In the context of a global pandemic, many migrants returned to their rural areas of origin, both from cities within their own countries and from abroad. While return migration can be an opportunity, this presented considerable challenges for many migrants and government stakeholders without adequate knowledge, policy and mechanisms in place to support sustainable rural reintegration. In the past, greater attention has been paid to reintegration in cities. This report takes a step in addressing that gap, assessing lessons learned and best practices in supporting sustainable reintegration specifically in rural areas. The aim of the global lessons learned report is to provide a roadmap for collective action in support of returnees in rural areas and rural communities across a range of development settings. At a time when the COVID-19 pandemic continues to impact mobility, and with an eye to future disruptions that the world may face, there is an opportunity to support rural environments as spaces of protection and inclusion for returnees.
