Excerpt from The Ohio Manual of Legislative Practice: Published by the Authority of the Seventy-Fourth General Assembly, 1900-1901 Joint Committee on Rules to both houses; and by the further provision for a thorough revision of the contents of the book. In the present edition, it has been thought proper to change the arrangement, appearance and contents of the Manual, and to consolidate and codify the former separate rules of the two houses, and the joint rules, into a proper digest, which has been adopted as the rules of legislative practice.
