Scoping is the process of developing a project's objectives, need, preliminary cost estimate, and preliminary schedule based on a recognized need that the project is intended to address. This study (INDOT/JTRP SPR 3944) was launched by the Indiana Department of Transportation (INDOT)/Joint Transportation Program (JTRP) to develop a synthesis of scoping processes in different State Highway Agencies (SHA). The study was conducted using a qualitative exploratory approach focusing on the review of project scoping practices across different SHAs. Focused interviews with personnel from State Highway Agencies (SHA) along with the review of documents gathered during the literature search and resources provided by SHAs were the avenues used for data collection in the study.The study focused on eleven themes for the assessment of project scoping procedures: (1) primary entity with responsibility for scoping projects, (2) timeline for scoping activities, (3) functional groups within the State Highway Agency involved in scoping, (4) cost estimation procedures, (5) application of Context Sensitive Solutions (CSS), (6) addressing maintenance needs, (7) methods of assessing scope creep, (8) tracking the quality and effectiveness of scoping processes, (9) environmental consideration in scoping processes, (10) data collection and data sharing, and (11) scoping practices which have evolved/benefited the State Highway Agency. The report presents key findings of the study and provides suggestions for further investigation by INDOT.




Preliminary Scoping Track 2 Summary Report for Operable Unit 7-01

This report presents the results of the preliminary scoping Track-2 investigation for Waste Area Group (WAG) 7 Operable Unit (OU) 7-01. This OU consists of radioactive wastes buried in soil vault rows 1 through 13 at the Radioactive Waste Management Complex's (RWMC) Subsurface Disposal Area (SDA). The objective of this report is to provide information that will aid in supporting remedial decisions for the OU to the waste area group managers from the U.S. Department of Energy (DOE) Idaho Operations Office, the Idaho Department of Health and Welfare, and the U.S. Environmental Protection Agency (EPA) Region 10.




Overarching national policy statement for energy (EN-1)

This national policy statement (NPS) sets out national policy for the energy infrastructure. A further five technology-specific NPSs for the energy sector cover: fossil fuel electricity generation (EN-2) (ISBN 9780108510786); renewable electricity generation (both onshore and offshore) (EN-3) (ISBN 9780108510793); gas supply infrastructure and gas and oil pipelines (EN-4) (ISBN 9780108510809); the electricity transmission and distribution network (EN-5) (ISBN 9780108510816); and nuclear power generation (EN-6) (ISBN 9780108510823). East Coast Very High Speed Train Scoping Study

The study is broad and considers policy issues; international VHST systems; potential corridors; technology options; potential demand; national interest economics; regional development potential; financing and operating possibilities; capital and operating costs; and benefit to users, non-users and the Australian public at large. In this study, VHST means train technologies and systems which can operate in the range from 250 km/h to 500 km/h. The study aims to provide a realistic first assessment of the viability of an EC VHST by considering what role it might play in the future transport task in the East Coast corridor of Australia which stretches nearly 2000 km from Brisbane to Melbourne.
