The Congressional Record began publication in 1873. Debates for sessions prior to 1873 are recorded in The Debates and Proceedings in the Congress of the United States (1789-1824), the Register of Debates in Congress (1824-1837), and the Congressional Globe (1833-1873)

There is, as may be expected in view of the large turnover, a consider able amount oi wear and tear with the more popular literature, and 575 volumes were withdrawn as worn out. Of these 335 were replaced with new copies and the rest cancelled. A further 16 volumes were destroyed by the sanitary inspectors, this being a precaution taken to prevent any possibility of the spread of infectious disease by means of library books. Excerpt from Thirty Eighth Annual Report, 1889 As to the relation of the Library to the public schools, your committee suggest to the Trustees that the School Committee be requested to furnish to the Library, free of charge, a complete set of all the books and publications provided by them for the use of scholars in the public schools. Any report which the committee could make on the Patent-room Department Of the Library for 1889 would be but a repetition of the very full one printed last year; and as the suggestions made at that time, although approved by the Trustees, cannot be carried out for want of funds, we think it advisable to report merely, that the department is being developed slowly, according to the lines laid out at that time.
