"In June 2010 Colony Land Company LP (Applicant) submitted an application to the Fresno County (County) Department of Public Works and Planning for a Conditional Use Permit (CUP), a Site Plan Review / Occupancy Permit, and a Reclamation Plan for 1,500 acres comprising 14 parcels located in Sections 21, 22, 27, 28, and 29, Township 14 South, Range 23 East, Mt. Diablo Baseline and Meridian. The Applicant requests authority to construct and operate an aggregate mine and related processing, asphalt, ready-mix concrete, and recycling plants, which would be operated by Carmelita Resources (Operator). The application is for an aggregate production rate of 1.25 million tons/year (marketed off-site) and an operating life of up to 100 years. Approximately 8981 acres of the 1,500-acre Carmelita Mine and Reclamation Project (Project) site (Project Site) would be disturbed as a result of the Project, and the remaining 602 acres would remain in agricultural production. Reclamation of the disturbed areas would result in a combination of lands returned to agricultural production and water basins."--
