"The project is the adoption and implementation of the updated City of Pasadena general plan land use element, Mobility element, the Central District specific plan and amended Title 17 of the Pasadena municipal code (the Zoning code). The land use and mobility elements, together with other General plan elements, will guide the overall physical development and circulation of the entire City through horizon year 2015. Within the framework of the General plan, the Specfic plan will guide development with the City's Central District. The Zoning code will implement the land use plans and policies contained in the General plan and Central District specific plan, as well as those in specific plans for other areas of the City."--Page 2.
