An arbitrary plan currently exists for determining when a fire station will be built in the City of Corona. The plan is difficult to understand. This has resulted in varied interpretations as to the intent of the plan. The purpose of this research was to identify and begin to develop an operational plan for when a fire station needs to be built to serve an area, how to fund the construction and staffing, and the levels of staffing. The study used an action research methodology. The research questions to be answered were: 1. What are the trigger mechanisms for constructing and opening a new fire station? 2. What funding sources are available for building and staffing a new fire station? 3.
