Excerpt from Thoroughfare Plan for Lenoir County Following several meetings with the Lenoir County Planning Board, the Lenoir County Transportation Committee, and the Lenoir County Board of Commissioners (refer to Appendix C), a public hearing was held on February 2, 1998. No comments were received from the public. Following the public hearing, the Lenoir County Board of Commissioners unanimously adopted the Lenoir County Thoroughfare Plan dated November 3, 1997. The North Carolina Board of Transportation followed with adoption ofthe plan on June 5, 1998. Initiative for plan implementation will rest largely with the policy boards and citizens of the area. Highway needs throughout the State exceed available funding. Therefore, local areas should aggressively pursue funding for desired projects. It should be emphasized that the recommended plan is based on anticipated growth and development of the planning area as indicated by current trends and land use. Prior to construction of specific projects, a more detailed study will be required to reconsider development trends and to determine specific design requirements. Excerpt from Bethel Thoroughfare Plan A preliminary thoroughfare plan for Bethel was adopted by the Town of Bethel on October 9, 1979, and the North Carolina Board of Transportation on November 9, 1979. The plan was jointly developed by Thoroughfare Planning Section. The mid-east Commission and the town of Bethel. It is documented in the Statewide Planning Group's files. In December of 1987, the town of Bethel requested the assistance of the North Carolina Department of Transportation in the review and up-date of the 1979 plan. The town noted that there were some obvious error which needed to be corrected as well as changes that are imminent and probably need addressing in the Thoroughfare Plan. The purpose of this report is to document the study findings and recommendations. Included are recommendations for thoroughfare cross sections, cost estimates, for recommended improvements, and recommendations for plan implementation.
